Licensure and CAEP Information
CAEP Annual Reporting Measures
The Commonwealth of Virginia has no mechanism for collecting and sharing data across the state education agency, EPPs, and P-12 school divisions. To help mitigate this challenge to data collection, Roanoke College became a member of the Virginia Education Assessment Collaborative (VEAC) in order to gather more reliable information on the success of our completers in the field. The EPP members of the VEAC created this state-wide system for data collection to build a common set of assessment measures, tools, and activities that all Virginia EPPs may use in response to CAEP requirements. Roanoke College joined the pilot group at the end of the 2020 Academic Year. One of the first developments of VEAC was the creation and implementation of Completer and Employer surveys. The VEAC Instruction Guide outlines how these surveys meet sufficiency within the CAEP Evaluation Framework for EPP-Created Assessments, and how these surveys assessed both the InTASC Standards and the Virginia Uniform Performance Standards.
The Employer Survey VEAC Report 2022-23 had a 45% response rate (n=24) and assesses the InTASC Standards in regard to completer effectiveness with students in the classroom. Parenthetical references below are to the VEAC Report that is linked here.
Measure 1: Completer effectiveness. (R4.1)
(a) completer impact in contributing to P-12 student-learning growth
This item was measured on a 4-point Likert Scale.
The EPP had the following scores related to their effectiveness in the classroom:
- (IE) Uses resources, routines, and procedures to provide a respectful, positive, safe, student-centered environment that is conducive to learning. Mean score = 3.18 (VEAC overall mean = 3.38)
- (IG) Work results in acceptable, measurable, and appropriate student academic progress: Mean score = 3.18 (VEAC overall mean = 3.24)
- (IM) Uses assessment results to inform and adjust practice: Mean score = 3.12 (VEAC overall mean = 3.20)
- (IN) Engages in reflection on the impact of their teaching practice and adapts to the needs of each learner. Mean score = 3.18 (VEAC overall mean = 3.22)
(b) completer effectiveness in applying professional knowledge, skills, and dispositions.
This item was measured on a 4-point Likert Scale.
The EPP had the following scores related to application of professional knowledge, skills, and dispositions:
- (IA) Demonstrates an understanding of the curriculum, subject content, and the developmental needs of students by providing relevant learning experiences: Mean score = 3.06 (VEAC overall mean = 3.27)
- (IF) Maintains a commitment to professional ethics, communicates effectively, and takes responsibility for and participates in professional growth that results in enhanced student learning: Mean score = 3.29 (VEAC overall mean = 3.36)
- (IH) Integrates technology into instructional materials: Mean score = 3.35 (VEAC overall mean = 3.28)
- (IK) Integrates diverse language and cultures into instruction to promote the value of multilingual/multicultural perspectives: Mean score = 3.35 (VEAC overall mean = 3.34)
Measure 2: Satisfaction of employers and stakeholder involvement. (R4.2, R5.3, RA4.1)
Employers satisfaction with program completers.
This item was measured on a 5-point Likert Scale.
The EPP had the following scores from the Employer Survey VEAC Report 2022-23 related to whether this teacher was able to meet the needs of students in the employers’ schools.
Mean score = 3.94 (VEAC overall mean = 4.33)
Measure 3: Candidate competency at completion. (R3.3)
These data relate to measures the EPP is using to determine if candidates are meeting program expectations and are ready to be recommended for licensure.
The EPP completers' pass rates on VLCA (state-mandated assessment; Title II Report) and the Praxis II (content-specific test) were 100%.
The EPP completer's pass rates on PRAXIS II in applicable content areas (in Title II Report) were 100%.
Teacher Candidate Dispositions Inventory scores >3 (on 5-point Likert scale; pilot data collected in spring 2024)
Due to CAEP feedback on Standard 5 from our 2023 Self-Study Report, a number of actions were begun in fall 2023 and spring 2024 to address deficiencies. We co-created instruments, gathered stakeholder feedback, revised based on that feedback, and validated several of our key program assessments and surveys. These include
- Field Placement Performance Evaluation - pilot data in fall 2024
- Field Placement Portfolio Rubric - pilot data in fall 2024
- Teacher Candidate Dispositions Inventory - piloted in spring 2024
- Roanoke College Program Evaluation Survey - pilot data in fall 2024
All of these assessments will provide data for fall 2024 and spring 2025. These data will be reported in the next annual CAEP cycle.
Measure 4: Ability of completers to be hired (in positions for which they have prepared.)
The EPP surveys all completers at program exit and retains email contact to gather employment information. Of 24 completers, 17 are employed as classroom teachers; 7 did not report their employment status.
